About Rascha Dughly, MD
Dr. Rascha Dughly is Board Certified in Psychiatry and Neurology as well as Sleep Medicine.
She obtained her BA degree in the Biological Basis of Behavior at the University of
Pennsylvania, where she was distinguished as a Benjamin Franklin scholar and awarded the
Edward N. Pugh award for being the graduating senior with the highest cumulative GPA.
She graduated from the University of Pennsylvania School of Medicine in 2002, after which
she enrolled in the doctoral program of Human Development at the University of Maryland.
She went on to complete her medical residency in psychiatry and neurology at the
University of Maryland Medical Center, where she was awarded the APA National Minority
Fellowship and served on the APA Council of Global Psychiatry for two years.
Dr. Dughly has practiced psychiatry and sleep medicine for the past fourteen years. Her clinical
practice of psychiatry has included patients with Mood Disorders such as Depression,
Anxiety Disorders, PTSD, Bipolar Disorder, psychotic disorders, and ADHD. Dr. Dughly
strives to work in partnership with her patients to improve their quality of life through a
variety of psychological and biological approaches. Her special interests include preventive
psychiatry, coping skills training, and psychoeducation.
Dr. Dughly is a member of the American Psychiatric Association and the Maryland
Psychiatric Society, as well as the American Academy of Sleep Medicine and Maryland Sleep
Society. She is passionate about serving the community in which she lives, and in addition
to her clinical work, she frequently gives community lectures and workshops on both
medical and social issues. Among many community involvements, she currently serves on
an anti-bullying task force of mental health professionals and is active in organizations
focusing on refugee resettlement and pre-medical mentorship for women.
